The WTO Secretariat has prepared this background document to assist public understanding of the trade and environment debate at the WTO.
‘The use of economic instruments for environmental policies: opportunities and challenges’, 2004
http://www.unep.ch/etu/Publication/EconInst/econInstruOppChnaFin.pdf
This report seeks to help policy makers, especially in the developing world, to identify, evaluate and apply economic instruments to address a country's environmental problems within its national and local circumstances. It presents an innovative approach by offering tools for a comprehensive assessment of the country context and conditions and by tailoring solutions to the specific country needs. The report also provides practical guidance on identifying when economic instruments may be most appropriate, and on strengthening the support framework needed to introduce them.
‘Reference Manual for the Integrated Assessment of Trade-related Policies’, 2001
http://www.unep.ch/etu/etp/acts/manpols/refmania_final.pdf
This Manual is designed to help policy makers and practitioners—in the developed world and in developing countries—to conduct integrated assessments of the economic, environmental and social impacts of trade policy and trade liberalization. An integrated assessment considers the economic, environmental and social effects of trade measures, the linkages between these effects, and aims to build upon this analysis by identifying ways in which the negative consequences can be avoided or mitigated, and ways in which positive effects can be enhanced.

Chapter Two - There may indeed be tensions between environment and development, but it's not all about protectionism
Chapter Three - Trade-related environmental standards: make them better, meet them better, but don't bother complaining
Chapter Four - Green opportunities exist, but they aren't easy
Chapter Five - For trade and sustainable development to be mutually supportive, there must be strong domestic and international institutions
Chapter Six - There is a Southern agenda on trade and environment
Chapter Seven - The need for more research, capacity building
